Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a analysis released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the stances of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

All major parties have rejected a coalition with the PVV, implying the party that comes second is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
